A secretive Dick Cheney says his office is not part of the executive branch. Very well then, surely he doesn’t think his office should be funded as part of the executive branch. Democrat Rahm Emanuel is standing up and pointing that out, saying the funding will be cut. As poker players might say, “I’ll see that raise and raise you again.”
